you can do that from 2 methods
1-first select no 4 tool from upper side it is a brush having dotted circle at its hairs
now go to the place you want to cut
use left click a circle will appear now expand it it will auto atomically cover the area to be removed
and now go to edit tab at the top of Photoshop window open it and use copy option
now go to option new and select the defaults given by Photoshop it will automatically adjust the size of new photo. now again go to edit option and use paste option your picture is free from back ground.
2- use pen tool looks like pen nib
use it by clicking the pen and make a close path around the area at last point again click on first point now right click and use make selection and again use the procedure of cut and paste used above.
